UPS not honoring their shipping "guarantee"

I purchased an item and had a UPS store ship it to me. According to the UPS site, the item is GUARANTEED to get to me if I used a UPS store. The item was poorly packaged and arrived in pieces. UPS now refuses to honor their guarantee. They denied my claim and are currently doing this thing where they keep you on the phone forever without ever doing anything. They will not honor their guarantee. I cannot seem to make them. What should I do? (it was ceramic and they wrapped it in cling film instead of bubble wrap) .

Small claims court?

Go into a local UPS store and speak to the store manager.

they are independently owned so that got me no where
