Can cellphone carriers intentionally brick phones?

Hey All- recently became severely ill with diagnosis of colon cancer possibility and was using an iPhone 15Pro on a Spectrum Cable account with eSIM technology, with 2 eSIM slots.
After being hospitalized for 2 1/2 months, Spectrum bricked my cell for lack of payment on BOTH eSIM slots and refused to lift cert on 1 eSIM Slot for the ability to regain cell service. Thus “bricking” my paid off $2000 phone.
My question is this..
Can and ARE carriers locking eSIM cellphones intentionally as a way to blackmail customers into paying ( and staying ) with whatever the carrier demands?
I’m under the impression THEY ARE because technically, when installing an eSIM onto new phones, are they not supposed to ONLY apply cert to that 1 eSIM slot? Thus leaving the 2nd eSIM slot the freedom to CHOOSE cheaper carrier?
Is this typically a Spectrum issue OR carrier-wide? Should potential customers be wary of bundling their cell and cable offers from those cable guys roaming neighborhoods promising a $40 discount when doing so?
Just a simple question. Could this also be the reason phone developers are pushing ever newer technologies under the guise it could “make things easier”? Another question, WHY demand “autopay” for every cellphone contract for discount? Hmmm?
