A lot of the cause is that shoplifters view retailers as having gobs of money and can take the hit. Ultimately, lack of empathy, anger, psychological impulses, etc. motivate the theft. Probably quite a bit of dystopia in general. People have strained community and nobody really will put their neck out to combat thieves.
