Do you mean best options for where to transfer? Fidelity, Vanguard or Schwab are all good options. Please provide more information about your situation if you are looking for additional comments.

Agree! Avoid taking the 401k to the investment branch of a bank (though I have a friend who loves Bank of America / Merrill) or to an insurance company, or Edward Jones, or Ameriprise.

Agree! Vanguard, Fidelity, or Schwab — the fees are lower.
